Usermin > Mail > Filter and Forward
Got Warning - System is configured to not process user defined mail filters. Filters defined here will not be used.
Click on link "Add a new email filter"
In section "Condition for Filter"
Radio button 4 "Based on Header"
1. caption "Header"
2. dropdown "From" (default)
3. data field - will not get focus.

The message "Got Warning - System is configured to not process user defined mail filters. Filters defined here will not be used" indicates the problem. To fix this, login to Virtualmin and go to Email Messages -> Spam and Virus Scanning and change "Allow mailbox users to create mail filters?" to "Yes".
Regarding the drop down, the one next to the first menu in the "Based on header" option is only active if you select "Other..", as it is for entering another header name. The field next to the dropdown containing "starts with" is for entering the header value.

I needed help in finding where to enable user filters. Thanks for pointing that out.
Regarding dropdown, that makes sense now. I was misinterpreting use of the fields.
Category changed from bug to support request, no bug involved. Issue closed as complete.
