just upgraded to gpl 3.78 but php is still being run as apache not as the user. I may have missed a config option. What am i missing?

This wasn't a new feature in 3.78. It's been in GPL for several versions.
Virtualmin GPL is supported in our forums, rather than the support ticket tracker (ticket tracker is reserved for Virtualmin Professional support, or bugs in any product). Re-post your question in the forums.

Also, you will need to switch the PHP execution mode at Server Configuration -> Website Options.
