How do you activate unused software?

You need to install the Majordomo software (from an RPM or tar.gz file), then click on the "Refresh Modules" link on the left menu.

That said, I would recommend against using Majordomo, as it is very old and un-supported. Virtualmin comes with the Mailman mailing list software, which is far better in pretty much every way, and already integrated into the Virtualmin UI.

Once you install Majordomo, and click "Refresh Modules", the module should become active.
