Hi,
I have setup System / Server Monitoring for Apache and MySQL in the case that they go down it would send an email and try start the service -neither are working.

I tried to setup remote login privileges but got this message
Failed to enable remote login : Remote login access cannot be scheduled for disabling, as the at command is not installed on your system

That looks OK to me ..
However, if you are testing this make sure Virtualmin does at least one check before you shut down Apache, as it won't detect it as having gone down otherwise.
Also, is /etc/webmin/status/monitor.pl being run regularly from cron?

I think this could be problem
/etc/webmin/status/monitor.pl
