restoring postgresql failed

Hi,
when restoring virtualservers, restoring postgresql data always failed because SQL file is written to webmin temp directory (which is in my case /home/tmp/.webmin). And this directory has uid/gid root:root, so it's not readable by user postgres, which is the default user for postgresql database.

(Btw. backup/restore is an important function, and it lacks important documentation)
