Hi,
By default, Virtualmin if installed using official install.sh script have TLS enabled for Postfix.
I think you could try clicking Copy to Postfix button to automatically set smtpd_tls_security_level to may or use Servers ⇾ Postfix Mail Server module to do it, on SMTP Authentication And Encryption page, with its Enable TLS encryption option, setting it to If requested by client.

Apparently TLS certificate authority file is missing. Try first suggestion described above with clicking Copy to Postfix button.

It looks like you're using Virtualmin GPL there though, the area here is for folks using Virtualmin Pro.
