directory ownership changes when ftp user is created

I have a strange problem.

Recently I moved my sites to a fresh install of webmin with CentOS Linux release 8.2.2004 (Core) and latest webmin version 1.955

As usual, i was trying to add FTP account but as soon as I add the FTP account, all the file ownerships of home directory of the site are changed to newuser@site.com

When I try to chown -R user:user public_html/ still the ownership is not changed.

I think this is a bug in new version? because old versions work just fine
