Hello,
Thank you for reaching out,
Based on review it looks like this is a bug/issue with Virtualmin due to an update with LetsEncrypt. The following thread suggests some workarounds such as doing the following from command line for Ubuntu 18.04: apt-get install socat certbot certbot register (enter an email)
https://www.virtualmin.com/node/67390
Some other users mentioned just using Certbot directly, which we have a guide how to run that for Ubuntu 18.04 here: https://www.digitalocean.com/community/tutorials/how-to-secure-apache-wi...
However it may be best to reach out the Virtualmin team for further assistance. https://www.virtualmin.com/support
Please feel free to let us know if you have any additional questions or concerns!

Howdy -- our suggestion would be to install certbot for requesting Let's Encrypt certificates. That will happen automatically in the next Virtualmin version. That's available in the Ubuntu repository.
If you had additional questions on how to do that, we'd encourage you to use the Forums for any additional questions. Thanks!
