Virtualmin does not seem to be able to handle in Centos7 /etc/sysconfig/network-scripts/ifcfg-[interface] configuration files with "type=GRE" (a type of tunnel interface), however instead of ignoring them, as it's previous version did in Centos6 it overwrites them with some semi-random garbage , based on generic template for "type=Ethernet" interface configuration, effectively breaking them.

Just to add - sometimes after breaking tunnel config file Virtualmin also seems to attemprt to restart the interface, breaking it's runtime configuration to a state, where even after restoring config file ifupdown is no longer able to handle it. Manual "ip tunnel del" prior to "ifup" or reboot is needed to restore the tunnel.
