Welcome email to reseller CC'd instead of being BCC'd

At Email Settings -> New Reseller Email, addresses placed in the "Also BCC email to" field are CC'd instead of BCC'd.

If I moved the addresses to the "Also Cc email to" field, the copies are not sent at all.

I see the cause of this - the bug will be fixed in the next Virtualmin release.
