Per-domain procmail rule for SpamAssassin broken

As of Virtualmin 3.14, a broken domain-specific procmail rule (stored in /etc/webmin/virtual-server/procmail/) is written when a new domain is created or when the "Spam filtering enabled?" checkbox is turned on.

In previous versions, the following rule was created:
:0fw
| /usr/bin/spamassassin --siteconfigpath /etc/webmin/virtual-server/spam/114488813816822

In 3.14, the following rule gets created instead:
:0fw
| *

The result is that email for this domain is not scanned for spam. Additionally, when the broken rule is in place, the Virtualmin "Spam and Virus Delivery" module refuses to display any web dialog.
