Installation fails missing fedora-usermgmt on RHEL4

I'm trying to install virtualmin pro onto a new machine for use as a hot spare. Its running RHEL 4ES, clean install.

After resolving numerous other dependencies, the installation fails with the following output...

--> Running transaction check
--> Processing Dependency: fedora-usermgmt >= 0.7 for package: clamav-data
--> Processing Dependency: clamav = 0.88-1.vm for package: clamd
--> Finished Dependency Resolution
Error: Missing Dependency: clamav = 0.88-1.vm is needed by package clamd
Error: Missing Dependency: fedora-usermgmt >= 0.7 is needed by package clamav-data
Installation failed: 1
Removing virtualmin-release package, so that installation can be re-attempted
after any problems reported are resolved.
cp: cannot stat `/usr/libexec/webmin/virtualmin-mailman/config-redhat-linux-11.0-*': No such file or directory

This seems as if it might be similar to bug 353, but what is the "fedora-usermgmt" package about?
