Installation fails missing fedora-usermgmt on RHEL4

I'm trying to install virtualmin pro onto a new machine for use as a hot spare. Its running RHEL 4ES, clean install.

After resolving numerous other dependencies, the installation fails with the following output...

This seems as if it might be similar to bug 353, but what is the "fedora-usermgmt" package about?
