I don't know whether this is a bug or by design, however on migrating a domain from plesk onyx, there seems to be a Mail Alias for All Users which bounces message. With this in place, no users for a domain receive any messages.
Once that is deleted, the users still don't receive mail because under the user settings, "Primary email address enabled?" is disabled so mail still bounces.
Just curious why VirtualMin would do this.
Any plans to resolve this?

Seems like a migration bug. Is there a chance we could get a copy of the Plesk backup that you're trying to migrate?
