Restart Usermin only if any of user details was changed

Editing some virtual server features, not relevant to Usermin, like, for example, enabling SSL among other things always restarts Usermin as log shows:

Not critical at all, however it just eats some resources for no practical reason. So please consider triggerring Usermin restart only if any user details (like username or password) was changed.

The log also shows:

even if IP was not changed. Likewise, I'd suggest to trigger only those services which indeed changed leaving all others out of chain.

Let's polish this kind of inconsistencies and make Virtualmin perfect.
