When the ip range is removed from the network interfaces the rest of virt needs to be notified that it has been removed and automatically updated. This includes apache, bind, and each individual account. This way the admin doesn't have to go touch every single account to update ip address status.
Conversely if an ip range is added to a network interface virt should ask if the admin want to apply a shared ip to all facets or individual ip addresses to each facet or account.

I'm a bit confused - individual domains don't have IP ranges, they just have single IP addresses.
Or are you saying that you have IP ranges configured at the interface level, and when creating a Virtualmin domain you're entering an IP in that range and checkin the box to indicate that it's already active on the system?
