Hey Scott -- the trouble here is with how Virtualmin currently uses SpamAssassin -- a number of settings and behaviors are incorporated into procmail to handle that during the delivery phase.
It's not that SpamAssassin can't be run for outgoing email, but it's a little trickier to tie that to a particular domain's settings.
Did you have a particular implementation in mind though?
