Bug with Django and PosteSQL

When a customer tries to install django in Virtualmin using PostreSQL, there is a syntax error. The issue on the auto installer of Django is: 'PASSWORD': ''tDUHhxxHZiZvaLGc'',

That line is invalid as there are '' marks and should only be one ' mark. I've copy/pasted the exact errors here. Please let me know what file I can modify to resolve this, or if you have a bug fix. thanks

Now installing Django version 1.9.7 .. Does this only happen when using PostgreSQL as the database?
