I suspect issue relates to a old database being referenced in a script as this site used to utilize this 'test' database prior to being renamed. Upgrading Joomla on the existing test site worked without issue.
Upgrading Joomla to version 1.5.10 ..
Configuring Apache PHP settings ..

Found http://joomlacode.org:80/gf/download/frsrelease/9910/37907/Joomla_1.5.10... in cache ..
Database connection failed : DBI connect failed : Access denied for user 'kypca'@'localhost' to database 'kypca_test_joomla' 1311.
.. failed! See the error message above for the reason why.
