SFTP permission denied for all newly created domains

It seems that after upgrading to the latest webmin and virtualmin all newly created domain owners cannot login. Webmin login is enabled, the domain owner created when creating a virtual server cannot login, sftp, webmin nothing. All prior domains have no issues can add users and change passwords with proper level access.
