on a new install of Ubuntu 14.04 or Ubuntu 16.04.5 i tested both... ones i get to the Post-Installation Wizard i get en error if i try to select :
Run ClamAV server scanner? Yes (more RAM used, faster mail processing - approximately 100M) on YES
i get a error: A problem occurred testing the ClamAV server scanner : ERROR: Could not lookup : Servname not supported for ai_socktype

on the Checking Configuration page i get :
The ClamAV program clamscan does not appear to be working properly :

i have 4 gig of ram Intel(R) Core(TM) i7 CPU 860 @ 2.80GHz, 2 cores

Howdy -- is this on a dedicated server, or a VPS?
And which option is being chosen on that screen, the standalone scanner or the server scanner?
We've had a handful of cases of that in the past, though we've never gotten to the bottom of the cause. For most of those folks, choosing the other option side-stepped the error and allowed the wizard to continue.

if i go with Yes (more RAM used, faster mail processing - approximately 100M) it will geve a error ones i click next if i go with :
No (less RAM used, slower mail processing) it will continue but it will give a error ones you run the Re-Check Configuration
so both will end up doing errors in the end . i tested this on both on a dedicated server and VPS same with vmware workstation i even tested this on a pc at home same bug comes up.

The error might also be caused by the ClamAV database being invalid.
If you SSH in as root and run
freshclam
, what output do you get?
