virtual IPs drop down missing when creating a server

This is on a fresh install of Virtualmin 3.66.gpl GPL

I have added the starting and end IPs in the "virtual IP address" section of the default template, but when I go to create a new server, when it is time to select an IP other than the default I am able to click on the "Virtual with allocated IP" radio button, but there is no drop down menu to select the IP.

I am creating the new server from the default template and plan.

I have this drop down on other serve.
