mysql remote access is not allowed

I'm having a problem setting up mysql servers and getting remote access (Navicat is the mysql client.)
I tried creating a new db user and giving it full permissions, setting the access to Any. I can't set the remote access point to a single IP address as I have to travel and will not know the IP address in most cases.
If I could set the access for all the virtual servers at the same time that would be great as all the servers will ONLY be accessed by a single admin person. if it's gotta be on a one-by-one basis that would be acceptable as well.
