Backup fails because of missing SVN user file

Virtualmin Theme version: 6.7
Virtualmin version: 3.66
Operating system: CentOS Linux 5.2
Every week I get this error. I have tried to figure out both what exactly it means and how to fix it. I cannot find any "Subversion" control panels that will let me inspect, edit, add, delete users, etc.

I have looked at each and every user and checked that they were validated to use a subversion repository (if they were enabled).

I have deleted all but one of the subversion repositories.

So this is both a request for help, and (perhaps if applicable) a suggestion to supplement the current control panels for Subversion to both be able to report on "linked" users, and to add/edit/delete them.

There's also no (that I found) way to see ALL repositories on the server from a single screen.
