New Virtual Server - Forbidden

In Ubuntu 14.04, fresh install of both, System and VirtualMin a new virtual server goes directly to forbidden.

It seems that the issue was because there was no index.php

Howdy -- I'm glad you figured it out!

Yes, it would indeed throw an error if there aren't any documents in the DocumentRoot.
