"install.sh" script doesn't perform any check if "/tmp" partition is mounted with "noexec" option. In a result procmail-wrapper, Webmin, Usermin, Virtualmin modules and themes are not installed at all. IMHO virtualmin installation should be interrupted at the beginning with the appropriate error message.
