I thought I had mastered Webmin/Virtualmin UI, but now can't figure out how to make the option to create Top-Level virtual servers to regular Webmin users. It is now available only to root user and regular users can create only virtual sub-servers, alias servers and alias servers with own email. My default plan has all the unlimited features and there are several templates available with no issues to root user.

Investigating this further I've figured out I needed to create a Webmin group, configure its permissions and then add a regular Webmin user to it. But how can I automatize this process? In my case Webmin users are created together with virtual servers by Virtualmin and I need to make them Webmin admins without giving the access to root user.
I know there is a "Add virtual server owners to secondary group" option in the templates, however that option lists only unix groups and turns out they are not the same as Webmin groups. So is there any option in Webmin or Virtualmin to automatically add website usernames (Linux users) to Webmin's designated admin group?

Further, I've checked on the following options in "Unix User Synchronization" page:
When to synchronize Create a Webmin user when a Unix user is created.
Delete the matching Webmin user when a Unix user is deleted.
and there is the only Webmin group for the
Assign new users to Host Manager group

If you are using Virtualmin Pro, the "resellers" feature is the best way to create extra Virtualmin logins who can then create new top-level domains.

We will renew the Virtualmin license we use on our own servers when things on Virtualmin.com will stabilize little bit. However, it is not possible to provision Virtualmin Pro for all our customer servers, it would increase the costs to the end users.
Anyway, why the options in comment #2 do not work? Should I file separate issue for them?

I think the original problem is that you have Unix and Webmin groups mixed up.
