The GPG keys listed for the "mod_cloudflare Packages" repository are already installed but they are not correct for this package. Check that the correct key URLs are configured for this repository.

Howdy -- it's possible there's a metadata problem with the mod_cloudflare packages.
However, we don't actually maintain those.
You may want to contact the folks who maintain that repository, and report that error to them.
Hi,
As a Cloudflare web hosting partner, I'd be happy to assist you with getting this fixed. Drop me a line and we can setup some time to look into the matter, and if necessary I can reach out to the Cloudflare team to get a fix prioritized.
Best Regards,
Peter Knowles

Cloudflare re-keyed their repo when they put in the latest upgrade - don't ask me why. So all upgrades fail till you re-key. See the page at https://pkg.cloudflare.com/
Same thing happened on all our servers when the new mod_cloudflare came out. They don't seem to be real careful in general with their repo's.
