what is the biggest difference between those two. I m thinking to buy , thanks

Howdy -- Virtualmin is a control panel for managing a shared hosting server.
Cloudmin is for managing Virtual Machines.
You can actually use both products -- you could use Cloudmin to create and manage Virtual Machines, and then install Virtualmin on the individual Virtual Machines to manage the server's themselves.
Both products have a Pro and GPL version. If you wanted to try them out first, you could always give the GPL version a try.
