Since you are supporting ubuntu dapper still and seeing that more and more scripts need php5.2.x I think its about time you need to compile php for all distro's that are not offering it yet.
Right now I got 3 clients screaming at me to fix the phpmyadmin issues because of the php requirement. I have 2 choices at this point -- delete there install script log or come here and get you guys to deal with this.

We're running Ubuntu 16, which installs php 7 by default. However, a lot of the Virtualmin php installer scripts require that php 5 be installed. I know ownCloud 9, which is also a Virtualmin install script, supports php 7. Can I fix this these installer scripts myself? Or will Virtualmin Installer Scripts be fixed for apps that officially support php 7?

@sespit - all scripts that run under PHP 5 should also work with PHP 7.
