Using apache the configs assume apache 1 is being used under Debian.
Debian has provided the use of apache2ctl as the application to manage the server. Either a test for apache2 under Debian needs to be used so that logrotate gets the proper function to HUP the a server or a option to configure the additions of logrotate for apache*
