I think it's important to disable the PHP Configuration for Users. After change the PHP Memory Limit I need a manual restart from the Apache2. If a User manipulate the PHP Configuration Settings, its possible to dammage tho other Useraccounts or Virtual Servers. Only the admin schould have rights to Change the PHP Configuration for Users. But the is no option to check or uncheck this for the Virtual Server.
