Are you using the OpenVZ images for Debian supplied by Cloudmin?
Also, which Linux distribution and version are you running on your OpenVZ host?

Ok, I see the cause now - the newest release of openvz uses the
ploop
disk image format that Cloudmin doesn't support yet.To switch back to the old format, edit
/etc/vz/vz.conf
and add or change theVE_LAYOUT
line to read :VE_LAYOUT=ploop
The next Cloudmin release will handle this automatically.

Are you checking on the OpenVZ host system? That file definitely exists on my CentOS 6 OpenVZ hosts.
