This service I have been told today has never started on a machine built a year ago. I never knew that. Apparently he has been transferring files via winSCP, which would be SSH port 22. I can't believe he has avoided fixing the issue. Now many WordPress sites won't update and I am guessing this is the issue, though he says a few has updated??
So it just gives a cryptic error that it won't start when trying to start it.

rpm -qa | grep proftp proftpd-1.3.3g-2.el6.x86_64 /usr/sbin/proftpd - warning: unable to determine IP address of 'sting.mellowmellon.com'
There are no logfiles dealing with FTP that are in the /var/log/messages area. At least nothing referencing proftpd
Any suggestions where to go from here?

Howdy -- you may just need to make sure that there is an entry for "sting.mellowmellon.com" in /etc/hosts that defines the IP address for that domain name.
After setting that up, try restarting ProFTPd and see if that resolves it.
