That's odd, as I've installed this update on a system with an older MySQL version with no issue.
What error message do you get exactly from phpMyAdmin?

Ok, we will release an update to the phpMyAdmin installer that will prevent installation if MySQL 5.5 isn't in use. To downgrade, you would need to un-install phpMyAdmin and then use the "Install Un-supported Version" tab to install an old release.
phpMyAdmin - Error You should upgrade to MySQL 5.5.0 or later.
This is the error

Yeah, unfortunately, it looks like current versions of phpMyAdmin do indeed require MySQL 5.5.
Jamie updated the Virtualmin Install script so that it makes sure MySQL 5.5 is installed before allowing anyone to install phpmyadmin 4.2.x.
If you have MySQL 5.1, you would need to use an older version of phpMyAdmin, which you can install using the Install Scripts.
