In the DEB/RPM dependencies, you should update them to allow either httpd or nginx. I can't remove httpd completely without removing virtualmin-base.

You can work around this with the --force RPM flag. Or instead, just shut down Apache and install Nginx.
Unfortunately I don't think RPM allows either/or dependencies, and we use the dependency system to ensure that all other packages needed by Virtualmin are installed when
virtualmin-baseis.
