Prevent Users From Adding Password Protected SSL Certificates

I just discovered the hard way that it's possible for users to add SSL certificates which are password protected.

Can a test be done as the certificate is being added to verify that it's not password protected?

Otherwise, users may inadvertently add those, and it kills Apache in the middle of the day :-)
