SPAM Assassin filter not added to new accounts

When setting up users in virtual domains, the filter that says " Always - Perform spam classification and continue" does not get added automatically. I've activated the spam check everywhere I can in virtualmin, but cannot find any options that cause that filter line to be added when the user is created.

When I log into usermin as the user and add the line manually into the filters module, it works like expected and email gets checked for SPAM.

I may have missed an activation step for SPAMAssassin, but I've looked for a few hours trying to get this to work automatically. Logging into usermin for each new user works for now but would be a little much in a production environment.
