fcgid and PHP Problem

We have purchased a few virutalmin licences. I did a manual install on them but now I find that PHP, fcgid and suexec only run under the user www-data rather than using the file owners permission. I have checked through everything I can think of to work out why this is happening but cannot find anything that corrects the problem. I have install virtualmin on a new test server using the install script and the above issue is not a problem.

Really what I am asking is that what would I need to change or copy from the other server to make PHP run under the user file owner rather than the www-data user?
