When I did:
Server Configuration > Move Virtual Server
for a top-level server and moved it to be a sub-server of another domain, it partially completed and then issued the message:
Failed to move virtual server : Missing file to open at virtualmin_awstats::/usr/libexec/webmin/web-lib-funcs.pl line 2022
