could this be included with virtualmin's apache?

Howdy -- we agree that it's a nice tool!
Unfortunately, the only tools in our repo are ones necessary for Virtualmin to work.
For example, the Apache package is simply what's available in the CentOS repo, re-compiled to work properly on a Virtualmin system.
Since RHEL/CentOS doesn't include mod_pagespeed in their repository, we're not able to put that in ours.
Although we don't support this, did you try installing it using the instructions provided by the Google Developer site? It's possible that this would work for you:
