Databases cannot be created by Root from the UI or Users IF no databases exist for that user, as no link to create database appears.
The link to create a new database only appears if a database already exists for that user.
In my case, a database is not automatically created upon account creation. As such, the user cannot create databases, nor does this link appear for a domain chosen to edit database when logged in as root in Virtualmin.
