strange issue with skel content for subdomains

Hi again,
I know using the subdomain feature of virtualmin isnt really recommended by you, but i need it for some dumb clients who dont know how to add subdomains as sub-servers. So, when i add a subdomain, not all the content of skel dir gets copied over. See this:
1. skel dir for sub-servers (which applies for subdomains as well)

fastcgi-bin
logs
public
public_html
tmp

(where public_html is symlink to public, for better integration with ror apps)

2. listing for the resulting subdomain:

emails
fastcgi-bin
logs
public_html
tmp

the public_html is there and is a symlink to public.. but the public directory isnt there.

Any suggestions? Thanks.
