Hello,
Do you have a clear cut way to setup an apache proxy rules with ssl on 443 that ties to port 10000 ssl on virtualmin?

Have a look at the documentation at http://www.webmin.com/apache.html , specifically the system "Webmin In A Virtual Host Via A Proxy" section.

That real don't answer the question. I am try to run ssl on both webmin and on the apache server. Any ideas on how to make that happen?

Take a look at the instructions for "Webmin In A Sub-Directory Via A Proxy" at the above URL... that would allow Webmin/Virtualmin to run on any VirtualHost on your server, including one that uses SSL.
You would just need to make sure SSL is enabled for the VirtualHost you're configuring to access Webmin as a proxy.
