I believe since upgrading to Virtualmin 3.99, the "Mailing List" option under "Services" no longer appears to virtual server administrators although they have Mailman enabled. I as root still see that option and can manage the lists though. I could not find any permission setting to enable that for the owner, so I guess this might be a bug?

Try going to System Settings -> Server Templates -> Default Settings -> Administrator's Webmin modules, and make sure that "Virtualmin Mailman Mailing Lists" is checked.

Thank you. Indeed there were several modules, all at the bottom, which were set to No: AWstats, Analytics, DAV, Git, Mail Relay, Mailman, Slave DNS and SVN. Since the help files for those are missing and I definetly did not touch those, I assume they are new? Anyhow, enabling those fixed the issue, so thanks :)

Those missing help files will be fixed in the next release.
I'm not sure why those would be defaulting to "No" though - it should default to "Yes", and does on my test systems. But selecting "Yes" will solve the problem.
