Howdy -- there isn't a good way to do that, unfortunately.
Our recommendation is to install it into a Virtual Server, and then to have the users on your system access phpMyAdmin via that Virtual Server.
If you're concerned about how your users would find it, you could always create a custom link in Virtualmin, and your users could access phpMyAdmin via that link.
To create a new link within Virtualmin, you can go into System Customization -> Custom Links, and in there, you can click "Add a new custom link".

OK. Somehow I did it on another virtualmin server and it works well, but I don't remember how I did it. Thanks
