Open Port 8666

We have a Credit Card Processing engine/server that is listening on port 8666 for secure connections. It uses the same certificate as the site uses. This works on our old box but not on the new one. We cannot connect to the server from a remote client. It all works fine when we are connected as local host from inside the shell. So we need to allow connections from outside on port 8666. Where do we set this.
