RFE: Separation of Admin Duties

One of my clients has two separate individuals managing their domain. One of them is the "system administrator" and manages their accounts: creates e-mail/FTP accounts, manages quotas, etc. The other is their webmaster, and he manages the website content. He does not get involved in the account administration (and should not have permission to do so).

As it turns out, it is pretty common for the webmaster duties to be separated out or even outsourced to a third-party contractor. In these cases, the domain owner often wants to retain control of their account management internally.

So, it seems like the best solution here would be for there to be a separate "webmaster" user account, which has full FTP permissions to the website public_html directory and the ability to access the webmaster e-mail account, but no permissions to the "Virtual Server Owner" or "Domain Administrator" functions, i.e. formerly "Unix user" per bug #69. :-)

I know I can probably set this up by hand now with custom permissions and possibly symbolic links, but I would like to see a more permanent solution implemented and tied to the virtual server creation templates.
