Internal Server Error "mod_fcgid: read data timeout in 31 seconds" w/ no limit set?

I have install.sh version of virtualmin server running on Ubuntu 12x64 server. I have a drupal site installed. When I go to certain pages and also flush cache, I get a "time out" error. "500 Internal Server Error", when I check the server logs it says "mod_fcgid: read data timeout in 31 seconds" and next line "Premature end of script headers: index.php". So I set the php execution time unlimited in all places including website option, server php config, and webmin php config. I still get the same error "mod_fcgid: read data timeout in 31 seconds".

Any words?

-edit, I was editing the wrong Virtual Server. Duh!
