Append to email header

I have a need to add a recipe to all mail coming in to a certain address.

Basically I want to append "[ALERT]" to the Subject header and forward to a designated user mailbox for all mail that comes in to a specific email address. I am assuming that I would have write a procmail recipe but I don't see how procmail fits into the Virtualmin framework.
