On a fresh install of Virtualmin on CentOS5.1, the permissions of /etc/yum.repos.d/virtualmin.repo are set to 750. This prevents non-root users from running yum. Yes, it requires root to do package installations and upgrades, but I find it very useful to do 'yum list' and 'yum search' as a normal shell user, and had to set virtualmin.repo to 644 (the same perms as the rest of the CentOS repo files) to accomplish this.
